Flat roof construction with self-supporting railing or similar

Hello group,
who has experience or knowledge about the "construction" of a flat roof. Specifically, it is about the use of a flat roof for occasional stay, roof garden, etc. The following is of particular concern: a part of the roof (not at the outer edges!) should be secured with a railing. Here there would be the possibility of industrial inspection railings which stand freely supported by their own weight and additional load (gravel, slabs). Would this be feasible on a private house? Has anyone already done this? Who has installed something similar and how without penetrating the roof membrane?
(Statics etc. is not a problem.) The building regulations of NRW say nothing specific about this.
2) The access to the flat roof can be possible via various ways. A "internal" access/staircase in connection with a roof exit with glass dome and electric opening/closing is favored. Has anyone installed something like this or solved it differently?
All experiences in this regard are interesting, thanks!

Thank you,....is possible, but not desired, therefore partial roof as "roof garden etc."...The rest will be covered with gravel, but only a part around the exit should be secured.
