First heating cost statement/move-in in a multi-family house? Which meter reading?

Good day.

I moved into a new condominium in a 6-family house (new build) in June.
All the apartments have underfloor heating.
The heating system is a pellet system and solar collectors for hot water.

During the construction phase in spring, the underfloor heating in the apartments was running!
At the handover of the apartment, the heating meter reading was not recorded!
The meter in my distribution box was even switched off! The display showed something like "switched off."
We refunded the remaining pellets (the developer filled the tank during the construction phase) to the developer!

Now I am wondering:
- If my heating meter (I have not turned on the heating since moving in about 6 weeks ago!)
shows a meter reading (from the construction phase), then I have to pay for this in the heating cost statement,
even though I did not consume it!

For electricity, the meter reading was recorded at the handover. Also for water.
But not for heating!

Do I not understand this correctly, or how does the first heating cost statement work?

What does the property management, which prepares the heating cost statement for you and works for you, say? Have you at least read the heating meter yourself? There is a billing period (usually one calendar year), which should start for you from the handover, unless otherwise agreed in your contracts - for example, screed heating is paid separately by the buyer.

You answered everything yourself in the post. Heating was done during the construction phase, the pellets were provided by the developer. The remaining ones after moving in were returned. So where is the problem now?

The housing community now buys the pellets for YOU after moving in. Costs are incurred first, and from here the meters for each apartment are started. What happened during the construction phase did not cost you anything.
