Our open space plan currently provides a staging area of 7x12 meters in front of the front house since maneuvering space is needed there anyway. No passage behind the rear building is planned (plot ratio exhausted, it is generally said "exemptions are not granted"). Since both are bungalows, connecting is basically ruled out.
Does anyone know how to interpret the last sentence in our case? When are access routes and movement areas behind the house necessary?

The rear house can still be changed in shape, but I do not expect that we can save enough space to realize an access road all the way behind the house.

For buildings that are entirely or partially more than 50 m away from a public traffic area, access roads or passages according to sentence 2 must be created to the parts of the property and movement areas located in front of and behind the buildings, if they are necessary for fire department operations.
