The bank confirmation is valid for no more than 2 years. If you don't want to take any risk with the interest rates, it would have been better to already buy the property on credit and make the first 2 down payments. The final installment would then be paid with equity, which is kept in a blocked account in the meantime. Since there are also penalty interest rates on overnight money accounts, it probably doesn't matter whether you pay penalty interest or a commitment fee.
