Does the development plan allow something like this? 1.5 floors with a 2m knee wall?

If it allows that in terms of eaves and ridge height, basically yes. However, even with a shallow roof pitch, it is tight to stay below 2.3 m with a 2.0 m knee wall on 2/3 or 3/4 of the height.
