That may be so, but it is not a requirement that the TV-L or the TVöD generally impose, for example, on a pay group 10 or 11.

Without a degree, in EG 9 with us it's stuck in the shaft. Everything that is supposed to be EG 10 or higher requires a degree, a business economist, or an advanced specialist qualification.
