Facade repainted, paint is peeling

Hi,

my parents had their facade repainted a few months ago. Everything is fine except for one spot where the paint is peeling off again and a white fluff is appearing. I would actually rule out moisture here because there is a 3.00m roof over the terrace. Does anyone know what this could be and how to fix it?

That looks very much like salt efflorescence.

Drill with this wire brush attachment. Brush freely there and see how it looks when you hit the brick. If wet? You can patch it later with screed concrete and the wall paint. If wet, you should probably talk to a mason. Whether it helps to open it up more and then paint sealing slurry on it. It can be harmless and come from the snow in the last few days. The wall has been damp for longer there.
