Experience with weed control fabric - How should I lay it?

We have just recently laid it. According to the "Beipackzettel," the weeds should be removed as completely as possible beforehand, and the fleece should be covered with at least 5 cm for UV protection and to make it last longer. We also have bark mulch, but whether it is consistently 5 cm...?
