Excavation plan? Architect / Structural engineer, surveyor, earthworker?

We are building next year and have already awarded most trades or at least have someone in mind. Only with the earthworks there is a problem. Now, during my internet research, I came across the sentence "Aushubplan liegt vor." So far, we do not have an excavation plan. Who creates such excavation plans? The architect or structural engineer? The surveyor (Is Aushubplan perhaps simply another term for detailed surveying?)? Or the earthworker themselves?

In general, you will find a foundation recommendation from the geologist in the soil report, which should be carefully followed by the civil engineer.
