Entry of building obligations after building permit

could someone tell me whether a new encumbrance registration has an impact on the approved building permit?
If only a guess is possible, please do not share it. I need the exact point.
In my case, I am trying to prevent a 2.30m by 11m L-retaining wall by raising the ground height by at least 1m. For this, an encumbrance registration must be made.
My building permit was issued and already approved with the old L-retaining wall structure without any further detailed description.

No building encumbrance can be registered on your property against your will. Therefore, you must consent to it before the registration or have already agreed to it in some contract. Otherwise, it cannot be registered.

Who wants the [Baulast]?
