Hello everyone,
I think the topic has been discussed several times already, but I couldn't find a real answer in the forum:

We are getting a BAFA-subsidized heat pump and operate it with a photovoltaic system.
The heat pump is powered both by the regular electricity tariff and by the photovoltaic system.
The domestic/heating water is heated partly by the heat pump and partly by a flange heater to use the photovoltaic electricity.

How many electricity meters do we need for the heat pump? Is a three-phase electricity meter sufficient (heat pump + heating element) to measure all power consumption?
Is a heat meter additionally required?

Thanks and best regards
Markus

Flange radiators? With gas I might possibly understand that. With a heat pump that makes no sense. So please do not have it installed. Otherwise please explain how this came about and what difference it is supposed to make. Simply just a two-way meter and both photovoltaic and heat pump behind it. Done.

The heating rod in the system was meant, which is already fixed in the heat pump anyway.

I don’t think that will be enough. The BAFA stipulates the following:

“The amounts of electricity or gas consumed by a heat pump must be recorded separately. Peripheral consumers (electric heating rod; heat source pump, control) must also be taken into account. The heat quantities delivered by a heat pump must also be recorded separately. In addition to external electricity and heat meters, which do not have to be calibrated, energy balances that are already integrated in a heat pump are also permitted.”

Why use the heating element when you have a heat pump? Completely nonsensical.

Have the electrician install an intermediate meter before the heat pump in the distribution. This has nothing to do with the official meters (or electricity tariffs).

I’m not 100% sure if the heating element would have actually helped in our current situation, but I’ve been thinking about one for days. A few days ago, the gas heating system in our rental building broke down, so we have had no hot water for almost a week. It toughens you up when showering, but I have often thought that the heating element should still help us in such a case (heating system failure), at least to warm the water, right? :)

Exactly. The heating element is a backup solution for the heat pump. In the houses here in the residential area that receive HT and NT, the heating is shut off by the municipal utilities during peak times. Now you could operate the heating element with the standard tariff.
