So for me it reads as if only up to 9.27/33 is to be excavated. That would be only 12-17cm... so the subfloor. And on top of that the gravel/[Sauberkeitsschicht] plus 15cm (about 30/35 layer thickness). But better ask again by phone. I am not an expert.

Um... so for us, the structural engineer received the soil report and then calculated or determined what the excavation contractor has to do. Like how deep, which grain size, etc. The excavation contractor cannot and does not have to know such things, just as little as the bricklayer or the roofer.

The Statiker plans the structural engineering of the house including the foundation.

How should the soil expert know exactly how to lay the foundation? He doesn’t even know if it’s going to be a bungalow or a five-story apartment building.

So somehow I always know what is going to be built on a plot... then I plan the foundation according to the encountered soils and specify soil parameters. The structural engineer then calculates the statics with these (thickness of the foundations/reinforcement). If that doesn’t work out, the foundation has to be adjusted. But no structural engineer specifies the foundation...

The report really reads as if only the top soils would need to be removed. But to be able to say more precisely, one would need a bit more information from the report.

With us (BW), the soil survey resulted in two foundation options. Both were submitted accordingly by the geologist. The structural engineer then chose one option and designed it according to the recommended load values. The civil engineer only executes what the geologist and structural engineer hand over to him as the plan location.
