When buying used, it simply depends. With us, it took exactly 14 days, but I also pushed hard everywhere (city - waiver of pre-emption right, land registry office - priority notice of conveyance, notary and seller) and arranged my part (payment) as quickly as possible. However, it can also go very differently; the city alone has 2 months to issue the negative certificate...

That is unfair. Normally, the waivers are issued within a week. However, the deadline is necessary if one really wants to examine whether to waive as a city/municipality. In that case, volunteers, city representatives may need to be involved, financing needs to be clarified, because no waiver means: buying according to the rules agreed in the purchase contract. That does not happen very often, but it does exist. Hence the long deadline.
