Yeah, therefore, for example, infiltration basins that do not lie at least 1m above the [groundwater level] are not approvable afaik

Yes. It is the same for us. However, we are only allowed to drain the roof into them and not the driveway or paths.

how is that supposed to work with groundwater two meters deep? the soakaway also has a certain height?1

do you have the exact wording from your development plan?

the fact that rainwater must not enter the public drainage system has by now become quite common. the sewers can be considerably smaller in size and are not immediately completely overloaded during heavy rain. because actually the building code says exactly the opposite, that rainwater drainage must mandatorily be connected.

I can only recommend building your house a bit higher than the rest ^^ and installing proper infiltration. even with high groundwater soakaways still work perfectly (e.g., from Graf with an installation height of 50cm).

Well, you won't outsmart physics, and you can't drain a flood on your property alone. Raise the house higher than the rest: sure, you should do that if possible. Often only feasible with a bungalow.
