Yes. One centimeter is achievable without much effort, but it is a challenge for an inexperienced layperson. At a depth of 3m-4m, the question also arises as to which point in the shaft you want to determine height-wise (what does the shaft bottom look like?) and how and with what you want to hit it.

If the heights are disputed, that can only be a surveyor, presumably a publicly appointed one. First wait for their results. If you doubt them, you can always commission another office you trust. I think it will not cost more than €300.

If you really want to try it yourself: a laser level would also be an option. But the DIY store ones usually have very poor tripods that wobble so much that you won’t manage the centimeter accuracy.
We already had two experts on site who measured the drainage.
What kind of experts were they (which professional field)? What exactly did their measurement setup look like? With a water hose level you can’t measure the shaft bottom.
