Does the oven have to be dismantled?

Hello everyone,

I have a question that does not concern our house, but that of friends.

They have installed a "completely normal" oil heating system, still fairly new, everything is fine. Additionally, there is an old stove in the basement that is water-bearing and was still used about 20 years ago when there was a lot of wood available. However, this stove has been out of operation for about 20 years now.
The chimney sweep master now suddenly has a problem with it and would prefer that this stove be dismantled. In the meantime, he has gone so far as to accept "only" the removal of the flue pipe - but even for that, the stove would have to be moved with considerable effort.

Now my question: Can he really demand that structural measures be taken to prevent the stove from being put back into operation? He can see that this stove is no longer used and can also seal it.

Maybe someone of you knows more about this, I would be very happy about answers :)
