we are currently having major problems with our district chimney sweep, who refuses to clean our planned chimney for our fireplace from the inside through an inspection hatch. He insists on access from the outside or through a roof window. However, this would mean additional costs of 4-5k euros for our construction. Is it permissible for him to insist on this? Are there any possibilities to appeal or to file a complaint somewhere?

Yes, it seems to be permissible. Our architect gave us a list of external requirements we should clarify at the time, including, for example, the clarification of the necessity of a pressure monitor with the desired fireplace or how the district chimney sweep prefers the cleaning of the chimney and much more. Ours did not care; both were possible.
