When building terraces, bags filled with (unmixed) concrete or cement are often used; I could imagine that this would also be a viable option here. It sets through the ambient humidity sooner or later and becomes solid even if the bag eventually decomposes.
That's true, we had that somewhere else, but basically as supports on the terrace. You can't get it perfectly to the millimeter anyway, and with decking boards you have to pull and push a lot; the floor moves (not perceptibly but slightly visible at the joints) but anyone who wants such a floor knows and likes that.
Wooden wedges also worked, the important thing is that what is used stays in place; every craftsman probably has his own method for that.
