Dental practice for rent as flat roof

We want to build a dental practice as a standalone building, which should be connected by a link to an existing practice. Since the new building is to be constructed in the rear part of the property, a simple, rectangular building of about 200 sqm is planned. The property is flat. The roof should be a flat roof. Since the whole thing is to be rented out in the East Westphalian countryside, we aim for low construction costs so that it makes sense both for us as landlords and for the practice community. Everything must be delivered turnkey.

Now many questions arise:

    [*]Is it possible to approach prefabricated house companies for something like this?
    [*]Who would be particularly suitable?
    [*]Does modular construction make sense?
    [*]With what costs per sqm must one reckon?
    [*]Does it make sense to build possibly two stories?
    [*]Is the business case improved by two rented condominiums on top in the second floor?
    [*]For the apartments, one could presumably set 10€ per sqm, for the practice 14. Is it currently possible to build accordingly so that it pays off?
    [*]What should one particularly consider in the planning?

Have you ever looked into what conditions must be met for a dental practice?

Just one or two points
- barrier-free access
- appropriate electrical/water/sewage routing in the floor for the treatment chairs
- number of parking spaces for employees and patients
- possible interested parties?
