Delayed start of construction due to development and demolition

The fact is that the new development area is the former sports field. This sports field includes a clubhouse, which is being rebuilt "in-house" next to the new sports field. Unfortunately, progress on the new clubhouse is not happening at all (which is why I called the city twice this week), and the city will only demolish the old one once the new one is ready to move into...

Indeed, no money has been paid yet, but the deadline for payment is July 2014 - if we can only start building in 2015... Well, not ideal... I am quite sure that we will be allowed to pay later, but that doesn't help us. We want to build and not sit on the money.

do I understand correctly - the "old" clubhouse is still being used by the sports club?

The sports club is building the "new" clubhouse itself with the help of its members?

What exactly is stated in the purchase agreement regarding a) payment due date b) latest deadline for demolition of the sports facility c) development deadline d) rights of withdrawal in case the sports facility is not demolished, etc. This can only serve as a basis for a discussion with the city. If nothing is stated, you have (unfortunately) acted naively and have now drawn the short straw.
