Because then he not only might have, but definitely has nothing to lose.You can also look at it the other way around. If you are not priority 1 for the craftsman, which seems to be the case, he won't care about the deadline either. What does he have to lose? He was paid for the work done, usually even overpaid at the beginning. That's where the catch is ;)
Other clients, especially construction companies, have contracts with deadlines and therefore must finish on time. Naturally, they all come first. Here he has a lot to lose because these are the people who regularly keep him busy...
(Especially since he has even been underpaid so far)
