In the case of a rental apartment, the cards are often stacked against you, and here the tenant is not in the leading position. I can understand that the tenant is at a loss, but nothing works here without the landlord's consent.

Here I also think that a tenant cannot do anything. The landlord always has to be brought on board here. Otherwise, there will be huge trouble.

Without the landlord's consent, you cannot change anything here. If you do so anyway, there can be trouble after moving out. He can demand that you restore the original condition. That can then be quite expensive.
