And would it be more about making a statement regarding value / costs like "Yes, the house is worth the price" or "No, the house is too expensive for the condition."

The appraisal has the weight of a book when the expert has finished the documented inventory with pictures. From the appraisal, you can extract all the positions relevant for the purchase; so afterwards you also know whether buying the property is worthwhile or rather not. However, the expert will tell you something if you ask him.
