Hello, I have a question as an affected neighbor of a semi-detached house. Is it allowed to operate a control unit manually for over 5 years?

Good morning

It doesn’t answer your question but
how does it affect you whether the neighbor’s boiler is running on automatic or manual operation?

Automatic operation is not possible or defective, not to say bypassed (according to the district chimney sweep, he does not have to check it and cannot do so) Definitely

It wears out more (1000 euros more electricity (600 euros!!) and energy costs per year) Eventually something will burn out... I don't find 5 years normal, the safety concerns me and my family

Bring more input about what exactly your problem is. You are a tenant and the neighbor is the owner? And what security for your family is at risk?

It's only about whether you are really allowed to operate it legally like that (5 years and more)? I am the owner with a new heating system. What if something burns out opposite? The district chimney sweep says you have to sign after inspection that you have to switch to automatic. Only he has to recognize on site that it doesn't work at all. And does nothing. But he sees no safety risk.
