Presumably, the house provider will partially recoup the money through other things (interior fittings or similar)....

Getting a builder to sign a contract early by possibly offering financial benefits is an age-old trick to secure a signature early and take the prospect "off the market."
Whether the respective KfW EH 70 or 55 actually contains what is advertised on the packaging should be checked externally anyway.
