Okay...those are probably two different things. One is the efficiency certificate which is done by the energy consultant. That is presumably what the employee of the prefabricated house provider meant. I have now found an information sheet from the KfW. There is a passage about construction supervisors, stating that it must be done by an independent expert, etc., but there is apparently an exception for prefabricated house providers if they provide certain quality certificates, etc., the person may come from the company. That's probably where the argument came from that this construction supervision is included in the price of the prefabricated house provider and then only the proof has to be provided. A bit confusing but that’s how I could explain it.
