Construction power is being connected. Does the builder have to be present?

Our neighbors simply connected themselves to our construction power box back then .. unfortunately without consultation but that is another matter ... at that time we consumed little and then simply noted the meter reading

We have since asked our neighbors and they have no objections. My father (works for the responsible energy provider, but in a completely different area) said that it is probably done in such a way that we tap the electricity directly from their connection pillar before it reaches their meter and then we can easily settle the bill directly with the energy provider without involving our neighbors.
