Hello dear house-building forum,
We are currently planning the purchase of a plot of land located in the water protection area Zone II. (existing development area)
The development plan defines the minimum basement floor height, which must not be undercut due to water protection aspects.
The following steps have been completed so far:
- Creation of a site and elevation plan for the plot
- initial design planning from the prefabricated house provider (including full basement)
For me, the logical next step would be the creation of a geological report to gain more cost certainty regarding the incidental construction costs.
The prefabricated house provider advises against creating the report at this point in time and instead recommends contacting an earthworks contractor. I wonder how the earthworks contractor is supposed to make a reliable cost estimate without an existing geological report...?
Therefore my first question: What further approach do you recommend at the current time?
The municipality's information sheet mentions the following necessary protective measures when building in water protection area Zone II:
- Waiver of deep building foundations (e.g., deep basements, pile foundations)
- Installation of wastewater pipes with increased requirements for tightness and regular testability
- Execution of ground pipes only outside of building areas for repair and rehabilitation cases
- Waiver of infiltration of rainwater
- Liquid-tight construction of access roads and parking spaces
- Complete collection of surface water and discharge into the sewer system (also during the construction period)
- Waiver of underground storage of water-hazardous substances (e.g., heating oil)
- Waiver of underground storage of rainwater
- Waiver of drainage systems
- Increased monitoring and special operation of vulnerable drinking water abstractions in coordination with the local water supply company (if necessary, precautionary disinfection or temporary shutdown during the construction period)
Does anyone have experience with building in a water protection area and can say something about the additional costs (both initial and ongoing) as well as additional required planning steps?
