Construction company insolvency proceedings - questions upon questions!

The Kfw standard must be calculated by a Kfw certified (!) energy consultant already before the loan application (only then will the Kfw loan be approved) and after completion (just like with the normal Energy Saving Ordinance) complete and confirm the energy calculation (energy certificate). The energy consultant works on their own account, the question is whether they have already been paid by the house builder. Can you contact them directly?

That's exactly right. You can already claim the money. But it must be related to items in the energy saving ordinance. You won't be able to use the funds for a kitchen or retaining walls. I was specifically pointed out this again here.
