Community requests a copy of the work contract

I have found nothing about this on the web, but I find it very strange. The municipality requested a copy of the contract before the start of construction. The building permit and construction documents are available to the municipality. Has anyone ever encountered this case? I really don’t see why I should hand over my contract.

There are municipalities that demand and can do this because they have "ordered the music" ;-)

They do this based on all experience because they want to quickly close new development areas/gaps and "spoil the broth" for land speculators.

What does the municipality do if there is no contract for work, for example, because construction is done with an architect and individual trade contracts? Just for fun, the municipality could smoothly slide right off my back ;)
