Community delays development

Hello,
We own a plot of land in a new development area. A development plan is available. The first steps for the development have been taken by the municipality. A species protection report has been created and the area has been cleared.
Whenever I ask the municipality when the construction road will be ready or when we can start building or even just submit the building application, the timeframe keeps getting postponed.
In September 2019, it was said that the construction road would be finished by the end of 2020. In January 2020, the statement came that it would be no earlier than the 4th quarter of 2021. No reason for the delay was given to us.
Of course, we know that we have no legal recourse, but are there other options? What can we do? Has anyone had similar experiences?
The other landowners are unknown to us. How can we get in touch with them? Are there any possibilities?

With us, there was also felt to be a lot of delay in the development work and in general. We approached all the council members at every opportunity and often reported to the town hall.

Did that help? Honestly, I don't believe that anyone worked faster/less slowly because of it. But I would do it again. If only to have done everything possible myself.

Organize with other builders. If necessary, hammer a sign with a mobile number into the ground. Find out the reasons for the delay. Written inquiry, if necessary, also to the mayor in smaller communities. What does the purchase contract say? The development will be agreed upon there. Threaten with reversal; when money is involved, a municipality trembles faster than you might think... Consult a lawyer

Administrative procedures take some time. The development of a building area takes on average 3 years. This is not intentional, but the course of time. Authorities also do other things besides managing your building area. Every tender takes 3-6 months. That's just how it is. In corona times, not every workplace is staffed, then the file sits there. What is personally important to you is peanuts for authorities.
