From which height change must an addendum to the building permit be prepared?

after about 2.5 m of excavation depth, there is water standing in the pit. However, since we have planned deeper, we need to raise the house.
Does anyone know how a change to the building application in the §34 area proceeds? Do you have to apply for a permit or is a notification to the building authority sufficient, allowing construction to continue?

As a rule, an amendment must be submitted – regardless of whether it's a development plan or §34. But usually there are also people working in the building authority; go there in person, explain your problem and try to resolve the changed ridge height through informal channels
