Ceiling spots in the bungalow and internet distribution

We are building a bungalow and have now finished our electrical discussion. We are planning various ceiling spots (ceiling is not cement). I have two questions,

1. We received an offer for "Preparation for spots" at 70 euros per spot. Is it possible to only have one central ceiling outlet and connect spots later? Or is it better to make the preparations before the ceiling is closed?

2. If the internet connection comes into the HAR room, is a data central as a patch panel necessary? What other options are possible/recommended? We plan to have a LAN port in the living room and connect a router there.

If you only want to have one LAN port in the living room, then you only need a network socket in the utility room and no patch panel.

Overall, I find one LAN port far too little nowadays. It doesn't have to be overkill, but a basic cabling should definitely be done. I would install a double socket in every room (bathroom not necessarily). Additionally, depending on the floor plan, I would provide 2-3 network outlets for WLAN access points. An outdoor access point for the terrace and garden can also be quite helpful. Also, prepare a network line to the front door and to the garage or carport, or at least the possibility to lay wiring for a potentially to-be-installed wallbox. With this setup, a patch panel in the utility room is obviously necessary, and preferably everything in a network cabinet.
