Ceiling spot lighting - modification

A question for the lighting experts!

We have planned recessed ceiling spots and the holes are already milled in the concrete ceilings.

Is it still possible now to choose surface-mounted ceiling spots instead of recessed spots?

Our electrician is a bit strange and old-fashioned - he freaks out when I come up with a change
