Canopy over the ventilation outlet from the house - any suggestions?

It is definitely recommended to arrange the supply air at least (please google the exact height yourself) above ground level. In my opinion, the design shown in the picture is a mess (I would want to correct it somehow). Whether it is also a defect in the legal sense is another question.

Who planned this?

The planning was done by my construction company and the plumbing company (Sub). It is at ground level - at least according to the definition of ground level that I found. I think we need to add something outside to lead the pipe a bit higher outside.
