Canal inspection recommended / sensible?

The obligation was discussed for a long time, but then the cities realized that their own sewer systems are so dilapidated that they first all need to be renovated. So the obligation was overturned again.
There is only an urgent need for action when the first blockages occur. Whether a preventive lining renovation is more cost-effective is questionable. My plumber also thinks that I should not do anything for now in my situation.

I wouldn’t do it if it’s not necessary. Pure money and panic making
