Building plot as garden and electricity

Hello, I am buying a building plot from a community of heirs, can I use it as a garden? Of course, I have to pay property tax B. But I am not allowed to build a house. The existing very old house is to be demolished & a garden created.

However, a power distribution box is to be installed in the existing garden shed and electricity will be supplied by the electricity provider.

Gas, water, and sewage are not required.

Does this work like that, or do I have to build a house there again?

If there is no building restriction, which is probably not the case with old plots, then it is possible. You are welcome to harvest potatoes there. You can also supply your tool shed with electricity. If necessary, I would also get water and a hose.

Thank you very much, Karsten! Water then comes through the electricity (we will then install a spike, then we have groundwater here). Otherwise, wastewater fees apply to water again.

This building restriction, how do I find out if it exists - or not?

Development plan. Call the building authority city or office or district.

There is a cadastral plan/geo atlas. It is designated as building land. And it is also sold as such. But whether there is an obligation to build is independent of that. I am worried that I might be waking sleeping dogs if I inquire there. Not that they add a building clause retroactively or persuade the current owners to do so.

But again: building plot = obligation to build? I have always assumed that if it is sold by a private party (=community of heirs), the obligation to build expires. Only if I buy it directly from the municipality does the obligation to build exist.

No. Building obligation would be the exception. Normally, building land means I may build, but I am not obliged to. However, if I do not build, I am not simply allowed to open a campsite there, because the land use plan [Bauland, spezifiziert als Gewerbe, Mischgebiet, reine Wohnbebauung, ggf. Fewogebiet] applies. However, instead of building, a garden is, in my opinion, harmless. Fallow land must also be maintained.
