Building permit with condition: Do not pave the front garden

Hello. I hope someone can help me here. We received the building permit today, but with the condition to plant and permanently maintain the front garden - except for the required driveway. We wanted to create a circular driveway in addition to the required driveway. There is no development plan and no front garden statute. Floor area ratio including ancillary facilities 0.39. The front garden alone is 600 sqm. Other new buildings in our area don’t even have a single plant in the front garden. I don’t understand that. Can someone give me advice on this?
