I would honestly first talk to your AR and clarify ...

... whether you even need a building application and if yes
... what that costs.

A follow-up application is afaik possible as long as it is in temporal connection with the BV.

Costs for the building permit for us (for L-bricks, would have been similar for a fence) were 50€. We can also submit the building application for a fence in NRW without an architect.
