Building in the front area of a developed property

Hello everyone!

I would like to hear your opinion on the following topic.

We plan to build on an already developed plot of land.
Currently, the rear area of the plot is developed. The front, street-facing area is approximately 1000m² and is undeveloped and developable.
We wanted to divide the plot so that two plots are created (a front and a rear one) and the access to the already existing house at the back remains possible via an adjoining driveway.

According to our local building authority, this should not be a problem, so we submitted a preliminary building inquiry.
Now we have received the notice that the preliminary building inquiry has been rejected because this falls under building in the second row.

All the results I could find on this only describe that building in the second row means building in the hinterland.
However, we are building in the front area...
The call to the authority didn’t help me much at first because the person in charge is currently on vacation.

Since this issue is bothering me, I wanted to ask if any of you have already had experience with this and can tell me whether my project actually falls under building in the second row.

You are turning the "main" house into a second hall by dividing it and building at the front. Can't you divide it crosswise? Draw the situation with measurements. Who submitted the building inquiry? You or an architect?

You can find plenty of people here who can help you – but not based on the text without images (because only you will understand that). Show a cadastral excerpt and/or an aerial photo (and apart from circling the property or similar, do not tamper with the image). Meaningful image material without etchings or the like can be interpreted.

OK, that's exactly what I suspected... A transverse division is unfortunately not possible due to the dimensions of the plot, since the rear house is practically built across the plot.

That was actually the information I was looking for or rather afraid of...

If you did that, you may have made a mistake. Professionals know the language of their building authorities.

So, we do not have an architect yet because we did not know whether the project is even feasible. Therefore, we spoke with the building authority of our municipality in advance and worked out the preliminary inquiry with them.

Referring to the post by 11Ant, I have attached the hallway plan with the rough construction project.

The response letter from the lower building supervisory authority of the district states that a second-row development is being created and that the construction project does not fit into the immediate surroundings.

I particularly find the second point hard to understand, as the building/single-family house itself fits into the surroundings and there are otherwise only 2 other single-family houses in the area.
