Building application: What happens next?

Dear congregation,

after our building application was approved by the municipal council, it was submitted to the responsible district office (in Bavaria) on 24.08. They informed us that our building application is subject to the approval fiction. A prerequisite for this is that the documents are complete and verifiable.
On 07.09. we then received a notice that our application was not complete or verifiable. Six points were listed that needed to be resubmitted. We had these revised and submitted the supplements again. Today I reached the technical examiner at the building authority. She informed me that all requirements have now been met. Our architect also had contact with her and informed us today that our building application would now "go to the meeting."
Unfortunately, that tells me little and I won’t reach our architect again until the beginning of the week.

I now have three pressing questions:
1. Can you help me understand what is meant by "go to the meeting"? I had assumed that the building application would first be technically and then more thoroughly examined.
2. What are the next steps?
3. How long do you estimate the building permit will still take?

I cannot answer your questions. I can only say that applications are processed slowly or quickly depending on the region. With us (Rheinland), 6 months were expected. It took 10 because of a tree.

If I understand correctly, in Bavaria, due to the "Genehmigungsfiktion," a building application is considered automatically approved if we do not hear anything from the building authority three months after the notification of examinability and completeness. Therefore, I hope that after the verbal approval, we will now also receive this in writing and that the three months will start from then. What do the others say?

In our region - Niedersachsen - it was such that after the documents were additionally requested by the wastewater authority and everything was complete, the processor handled and approved the application within 3 days after his vacation. He also prioritized it upon a friendly inquiry. Actually, it was not his turn according to the order.

That sounds to me as if your building application is to be submitted to the municipal council or its building committee (which of course only happens once all documents have been fully submitted and it is formally correct). I interpret this accordingly as a good sign for a desired course.

I thought the course of our village building application looks as follows (to put it simply): Application submission -> Municipality reviews it, has no objections -> Municipal council approves it -> Municipality/mayor forwards it to the district building authority -> Technical check for completeness/checkability -> Now the "actual" examination takes place.

We are at the penultimate step. I just can’t explain what is meant by the statement "the building application can now go into the meeting." Does the district building authority also have a meeting where such matters are decided? In the municipal council of our village, the application has been approved since mid-August...
