That depends on what it is about. For minor deviations, you don't have to make a big fuss; then a deviation is formulated, all parties sign, and everything is fine.

For example, there is also the possibility to deviate from the 3m setback under certain conditions, but you can hardly make a general statement about this because these are usually individual case decisions and, for example, it is checked whether fire protection is still ensured or possibly needs to be adjusted, etc. etc.

However, you probably won't get a general exemption from the requirements, otherwise everyone would do that. ;)
