Billing of hot water in solar thermal systems

we are 2 units and do our billing ourselves. This year for the first time.

House has solar thermal (collectors on the roof) for hot water. Heat via air pump.

We have now wondered how best to bill the hot water consumption with regard to electricity for the air pump?

For the heating circuits each unit has a heat meter for water consumption and a warm water meter.

I've made a little progress :) I'm only concerned with the hot water now. We have a hot water system using solar thermal energy. Of course, the sun cannot be shifted. We would like to shift the pump electricity. Can you roughly estimate how many kWh of pump electricity is consumed for one cubic meter of water?
