Best energy performance (urban apartment), which heating systems

I want to buy an apartment. There will be construction work. I especially want to improve energy performance. First, I have inquired about insulation. But I would also like to improve the heating system.

Therefore my question: which energy systems would you describe as the most efficient? I am in a city, and therefore some technologies like e.g. [Solar panels] are difficult to implement.

How can gas condensing affect the energy demand? ;-) With gas condensing, consumption is always higher than demand!!! With heat pumps as heat producers, it is the other way around!

What a blanket nonsense! Just the connection fees often kill gas condensing! Completely and understandably justified! Sometimes it's outrageous what some utility companies charge here. Only a fool would agree to that!
