Yes, some are included - but many more aren't. We probably won't get an exact figure here now.

Well, I can't speak for Berlin, but here (northern BW) the overlap between apartments occupied by refugees/migrants and apartments that are 'in demand' is basically zero. I think the measure is nonsense, especially considering that rents in Berlin aren't even particularly expensive. Every small town here is more expensive, and nobody complains about that.
