Basement construction - accept installation of external insulation in January?

Uhm... apart from the discussion here, I am bothered by the assumption that a January takes place in the temperature range of 0-8°C. That CAN be the case. But in January it can also easily be -20°C at night and -10°C during the day for a week. Should work be done then? You can definitely still have such temperature drops in February or March as well.

In such weather, things like that just don’t get done. Those who build in winter simply have to plan with some buffers.
