In the past, there were the famous 1:1 mixtures, 1 shovel of cement to one wheelbarrow of sand, and it lasted forever with a lot of hope, and I live in such a 150-year-old house. Depending on the substrate, I think there will be no problems. If there are concerns, just add another 5 cm.

More important than the cement content is the water content and how well it was compacted. The less water and the better, the better the result and the less cement is needed. Also, the question is whether this is a purely structural concrete slab or if it has static significance and requirements. Should the slab be waterproof? If yes, forget the whole thing! The planned wall will not be waterproof.
