Are buildings from the 90s more energy-efficient than those from the 67s?

I wanted to know if houses from the 1990s are generally better from an energy perspective in general than, for example, houses from the 1960s.

Or hasn't much changed in construction methods by then to build more energy-conscious (materials as well as construction)?

Formally one might assume that, but it is not the case. Energy minimum requirements (new construction, building envelope) only existed since 1998 with the then WSV. Until then, everything was ad libitum! From 2002, with the introduction of the Energy Saving Ordinance, finally! the system technology was also taken into account. The devil is in the details, as is generally essential. Every construction project, whether existing or new, is specific and individual in terms of its conditions. Generalizations, assumptions, guesses, and estimates rarely lead to an economical overall result! Best regards
