Are architect and construction supervision costs really that high?

My girlfriend and I want to buy a house in the east of Lower Saxony. The house itself should cost about 57,000 euros. It is a house from 1962 with an extension from 1985. We want to carry out a complete renovation and basically renew everything that is necessary. That means a new heating system, windows, and a few other things. We want to invest a maximum of 115,000 euros for this. Yesterday, we received the first cost estimate from our construction supervisor. Some of the costs will be carried out as personal contribution. I will only learn the details and his exact plan today. But what makes me suspicious is that the construction supervision costs and the costs for the architect and the structural engineer amount to over 28,000 euros. That is over 20 percent of the total sum. At first glance, I find that very much. Or is that appropriate for a renovation? We definitely want to get another offer from a different architect.

Caution half-knowledge:

if it is an architect, he "should" charge according to HOAI...there are calculators on the INTERNET, you can check for yourself...

So the offer comes from a civil engineer who was also active as an appraiser for our house. He carries out the construction supervision and obtains the offers from the individual trades. Since structural and building modifications are also to be made, he brought in an architect who prepares the building application.

So far, nothing has been signed yet.

Throwing money away at that price! It has to be cheaper - also taking HOAI into account. Our original site manager (service phases 6-8) calculated TEUR 11,x according to HOAI, billable costs were TEUR 200!

It is an ungrateful job to make a statement from a distance; certainly regarding questions about fee claims. Also, I wonder whether you perhaps did not understand the construction supervisor correctly? The amount of €16,400.00 is set "only" as an absolute value (where I cannot understand how he arrived at it – the average value between TEUR 75 and TEUR 100 of the table – surcharges yes/no?) and from this the service phases 6-9 are calculated? From my point of view, phases 1-5 belong to the architect’s services; based on phase 5, the statics are calculated.

I have little to nothing to do with renovations; therefore, I find it difficult to give advice. The roughly TEUR 16.4 for the construction supervisor – if they are really to be considered fixed – I still consider utopian and would not engage in this "business." Comparing it with supervision of a regular new build, costs of TEUR 7.5 to 8.5 should be on the fee claim overall, a comparable amount for the architect, and another TEUR 3 for the structural engineer.

Comparing is always good; in almost every area of life. Find another construction supervisor as well as an architect and structural engineer and see what they offer you. After that, you should be able to recognize a trend.
