Architects' costs, surcharges, and incidental expenses

Hello,

we are planning to rebuild an outbuilding with 2 floors and a gable roof (there used to be one there, but almost nothing remains). I have now asked a friend who is an architect and received an offer. He estimates a construction sum of about €98,000 for approximately 270m³. Since it is supposed to be a garage with a storage room and pellet storage without water and heating connection, that seems quite a lot to me. He is now charging €4,150 for service phases 1-4 + surcharge according to §35 €830 + incidental costs €691, totaling about €5,670 + VAT = €6,750 (all rounded a bit). I have negotiated again and he now wants to try to include the structural engineer in the price. What do you think? Is the price okay or too high for the limited scope? He is supposed to only do the planning and applications and not the full supervision. The total price for all service phases is over €20,000.

The construction sum is calculated based on the cubic volume using a cost estimate according to DIN? How many €€'s are assumed per m³?
Is it calculated according to HOAI? Certainly. Which fee zone? Probably FZ II or FZ III?
Then you can read the fee from the fee table in the annex of the HOAI or from §35 and break it down proportionally to the individual service phases (stated in §34 HOAI).

Then you have a first indication of whether the sum is okay. Everything else is your negotiation skill.
